John Chilman

Chief Executive Officer

John joined as CEO and an Executive Director of Railpen, in June 2019, having previously served for 12 years as a Director of the Railways Pension

Scheme Trustee Company, and Chair for the last five years. John is also an Independent Trustee of the Nestle UK pension fund.

John is a Chartered Accountant by qualification, and was previously Group Head of Pensions at National Grid. Prior to that John held senior financial, commercial and pension positions at a number of large companies, including PricewaterhouseCoopers, South Western Electricity, Shell, HBOS and FirstGroup.

Mads Gosvig

Chief Fiduciary Officer

With 25 years of financial services expertise gained in some of the largest pensions

and banking names in Denmark, Mads Gosvig’s resume speaks for itself. Since joining in April 2020, Mads has used his leadership experience from roles in ATP, NOW:Pensions, Danske Bank and KPMG to craft a Fiduciary team that is ‘the informed and influential client’ within the Investment Business.

Mads and his Fiduciary team are primarily focussed on aligning our investment offering and capabilities with client’s investment objectives and risk tolerances. Together, they are responsible for covenant, pension’s policy, investment strategy, risk management, sustainable ownership strategy and client relationship management.

Stuart Blackett

Chief Financial Officer

A qualified Chartered Accountant by profession, Our Chief Financial Officer Stuart joined Railpen in 2001 as Scheme Accountant.

He began his career in Audit and Business Advisory with Arthur Andersen in 1997, having left the University of York with a 1st Class degree in Economics and Business Finance.

Over the last 20 years, Stuart has built up a wealth of knowledge and experience in corporate and pensions accounting as well as corporate strategy and leadership.

Stuart also holds two external roles as the current Vice Chair of Railway Housing Association, based in the North East and Hereford and as Vice Chair on the board of the Education Training Collective, a group of Further, Higher and Skills based colleges across the Tees Valley and East Cleveland.

Mark Martin

Chief HR Officer

Mark joined Railpen in 2019 and has decades of experience at Board and Leadership level to draw on, operating in both HR and General Management.

Mark specialises in the transformation of organisations, Chairs his own HR consultancy business and is a Fellow of the Chartered Institute of Personnel and Development.

Mark has previously led HR functions at Direct Line and T-Mobile, amongst others and began his career with Unilever, after graduating from Aston University.

Paul Sturgess

Chief Officer, Benefits

Paul has worked in the Pensions Industry for over four decades and leads our administration, communications and engagement services to the Railways pensions schemes, and wider third party administered clients through our Employee Benefits division.

Paul joined the business in 2017 from Equiniti, where he was the Director of Private Sector Pensions. Paul has previously run services on behalf of the Teacher’s Pension Scheme whilst at Capita Employee Benefits. Paul is also a director of the professional body, PASA, the Pensions Administration Standards Association.

Jason Wood

Chief Operating Officer

Since joining in July 2020, our Chief Operating Officer, Jason Wood, has worked tirelessly alongside his team to uphold three primary responsibilities.

1. Providing high-quality, reliable services and solutions to enable the Investment Business to deliver the outcomes we need;
2. Managing the efficient and effective execution of investment decisions; and
3. Ensuring the safeguarding of our client assets.

Jason brings a wealth of senior leadership experience to the team. He has worked in the financial services sector for over 25 years, and previously held roles in Brooks Macdonald where he was Group COO and Schroders where he held numerous operational and technology leadership before becoming their Global Head of Data.

Richard Williams

Chief Investment Officer

Our Chief Investment Officer, Richard Williams, leads the Investment Management Team with a simple objective – effectively managing our client assets in a manner consistent with the Trustee’s Investment Beliefs.
Having first managed money with Railpen in 1995 during his tenure at FFTW, a specialised global fixed income firm, he is very familiar with our business and has watched its evolution.

An Oxford alumni with over thirty years of experience, Richard’s consulting actuarial and investment manager background has cemented his belief that by producing good investment returns we can reduce the pressure on member and company contribution rates and also maintain if not improve funding levels for all sections.

Lisa Sunner

Group Company Secretary

Lisa has more than twenty-five years’ experience leading strategy, culture and change programmes up to board-level in the financial services industry and is a member of the Chartered Governance Institute.

Lisa joined Railpen as Compliance Officer & Company Secretary in 1994, around the time British Rail was privatised and experienced the company’s virtually overnight transition from managing a single pension fund, to working with over a hundred different entities – each with their own quirks, different systems, processes and governance. Lisa has competently steered us through this and many other challenges in the years since.
